Bulk moderation commands#549

Add a bull variation of each moderation command so that staff teams can more easily ban multiple individuals in the event that the bot automatic system fails to do identify them.

The reasoning to add that is to increase even more the control for individual moderation actions.

As a sanction this would require the system TK support multiple users Per sanction (basically a mass case if you would like to call it this way)
