Report confirmation DM message#550

Upok reporting someone make the bot send to the reporter a dm message as a confirmation for the report. Upon report approval/denial make the bot send a second dm message stating the above (the moderator who resolved the report will appear in that message following the already implemented logic of the privacy added in the latest update 3.3.1a together the type of punishment applied to the reported user)
